Toll-Free and International sometimes do not mix.
Who's your current ISP? Some offer (at extra charge) continental U.S toll-free access, and some offer "international roaming", again, for an additional fee.
Earthlink is one that offers both (see here for more information)
However, it doesn't appear that South Korea is on the list of supported international roaming locations.
But, there may be another way. If you're willing to pay just a tad extra per call, utilize AT&T's Long Distance network (AT&T Worldwide Traveller) to call back into the states and to your ISP's POP number. They even have a PalmOS software containing all of their supported countries local access numbers.
Yes, it's not calling an ISP, it's calling long distance via a local country number (usually it'll be the AT&T Access Number + US Area Code + US 7-digit).
