cheap or free web host with outgoing mail server?

Hi,

wondering if anyone knows of a free or cheap web host that has an outgoing mail server.

i currently use doteasy.com (free) and have had no problems till today. they have never had an outgoing mail server but i've been using my isp's (rogers.com).

however, today rogers changed their policy (without telling their customers of course) and will no longer allow any outgoing email that is not sent from a rogers.com account.

anyone with any suggestions?
