I am a systems analyst and had to put the Palm software on a few NT machines for users that bought palm pilots. The palm software would NOT run under the non admin user account. We contacted tech support from 3 comm and this is what they said and it worked just fine.
I don't know how exactly this applies to the Visor's version of the software but I am sure you can find the correct keys etc...
It cannot be THAT different. I have not tried to install a Visor under NT.
Here it is anyway 
This is rather long but detailed, I hope this helps someone.

Please log on as the administrator and uninstall the Desktop software.
Now, select Run from the Start menu and type regedit. Select Export Registry
file from the Registry menu. Type backup.reg and save it into your \Windows
folder. This will back up your registry file. Please double-click
HKEY_CURRENT_USER folder as shown below, and delete the U.S. Robotics entry:
HKEY_CURRENT_USER

U.S. Robotics
Now, please double-click HKEY_LOCAL_MACHINE folder as shown below, and
delete the U.S. Robotics entry:
HKEY_LOCAL_MACHINE
Software
U.S. Robotics
At this point, (while logged in as the administrator) re-install the
Palm Desktop 3.0 software accepting the default installation paths. Now,
after successfully installing, do not attempt to HotSync the handheld quite
yet and follow the steps below:
1) Move the Palm Desktop program folder from the Current User Program
Group to the All Users Program Group. You can use Explorer for this. (Click
on the Start Menu followed by Programs. Here, you will see two sections. The
top section is the Current User Group which the Palm Desktop typically
installs to, and is different for each user. The bottom section is the All
Users Group, which is same for all users, thus the name.)
2) Open the registry and export the following registry branch:
"HKEY_CURRENT_USER\Software\U.S. Robotics", by navigating to this path
and selecting Export from the Registry menu. You can name the export file
plm3.reg (or whatever you want).
3) Close Regedit.
4) Have the administrator logout and the actual NT user (yourself)
login normally.
5) Open the registry and import the plm3.reg (or whatever file name was
used) file.
6) Close Regedit.
7) Check the target path of the HotSync Manager shortcut icon, in the
Startup folder.
Now, please try to launch the Palm Desktop software and perform a
HotSync, while logged in under your user account.
