do you mean 115200? Serial ports can't be set any higher. if it is set to 128000, set it back to 115200.

3 things to check, a couple of which you appear to have done already.
1. serial port comm rate in the Control Panel. Should be set to 115200
2. Desktop hotsync manager serial port comm rate - set to 115200 or as fast as possible
3. Visor comm rate - Under Preferences/Connection. Select Direct USB/Serial (or a custom config if you have one), Edit, Details. Direct USB/Serial is limited to 57600. If you create a custom one, it can be cranked up to 115200.
If all of these check out, then I guess you might have
a) bad serial port
b) messed up serial port drivers
c) bad cradle
although I would think that if it was a or c, you wouldn't be able to sync at all.
