Question Visorphones sold with service unlocked?

Hello there. I'm thinking of buying a used visorphone, to stick my SIM card in when I want data access or when I only want to carry 1.5 devices.

I'm in Canada, so I'll stick in a Fido SIM card. Can I buy *any* used visorphone from an American or do I have to buy one that was orginally sold without a service plan?

In other words, those visorphones that were sold with service activation, were they locked? Or can they accept any SIM (specifically, a Fido SIM)?
