Thanks -- actually I have to give major kudos to the folks at Card Access, Inc. Within an hour of posting on this discussion forum and emailing their support address, I had not one but TWO very helpful emails explaining what the problem was (see below) and how to fix it -- plus a solicitation from the tech support guy to email him back and tell him how things turned out. I don't think I've ever had tech support ask *me* to contact *them*... 
I haven't had a chance to try their suggestions because my NetZero stuff is installed on my home PC. But I am thrilled with the customer service Card Access has given me so far.
For those lurking: The problem is that with many free ISP's, the username and password you feed the interface is encrypted before passing it along to the ISP. So you have to download the program rasspy.exe (go to http://rasspy.gq.nu) and use it to decrypt the info. Then it's supposed to work like normal.
