Intel is working on a StrongARM chip that could run at 1Ghz 
Here's the exerpt:

Yeah works great as long as you are-
PLUGGED IN DIRECTLY to a POWER PLANT 
Why on earth does anyone need that kind of power on a PDA.

It uses LESS power than existing ARM processors. And as far needing that much power, think out of the box. Think voice recognition instead of conventional data entry into your "handheld computer".
