For example: During Clinton's time we enjoyed the benefits of Big Bush & his tax cut. Clinton comes along and raises taxes-->little bush feels the effects.

we suffer from clinton, and the next president will prosper from the decision little bush makes. and you thought things *instantaneously* took effect!
