I have seen a lot of modems for the springboard slots and cables for the cell phones. Are any of these able to use the modem for faxing?

The only Springboard modem that has fax capabilities is the Xircom Springport. Some cell phones/service providers may support faxing with a fax app. I know my SprintPCS/StarTAC 7867 is fax-capable though I've never tried it. Supposedly, I can send faxes from it when connected to a laptop or PC so I would assume that the Visor with a fax app would be able to as well.
