This happens when you install a launcher that takes control of the launching procedures. Most of these programs allow you to set it as the default launcher, that way after a reset it's suppose to come back up. I would try going into the launcher that you added and disabling it by whatever means are available in the launcher. Then, once it is disable, delete the launcher. I know GoBar (another 3rd party launcher) has an option under preferences that sets it as the default launcher. You have to disable this feature before deleting the GoBar application. L'emIII may have this same option.
This probably accounts for the "deletion barring" you encountered also.
By the way, that launcher that came up after you did a reset ("...with a black border around it and the Battery info, time, etc. on the bottom in a little box..."). That's the Palm OS 1.0 (or 2.0) launcher. To make older programs compatible with the newer OS's, Palm inserted the old launcher API into the new launcher. That's the way the Palm used to look.... it's come along way....
