I have a Visor Deluxe. Is there any way to sync my visor
with my IMAP account using Outlook Express. (ie all folders).

If not, is there any problem to sync/download all IMAP
folders?

AFAIK, impossible for the default Sync Manager. Only the LOCAL Inbox is synchronized. Even the IMAP inbox can not be synced (if you do not keep a local copy), let along with other folders.
