I've found that you need to be REALLY careful when removing modules that you're not running code in them. I get so accustomed to popping a springboard out and having nothing happen that I've gotten rather blaze' about it.
Normally it's no big deal. You reset and that's that. But right now I'm sitting here waiting for my Visor to restore after a hard reset because I popped the Modem springboard out while I was sitting in a terminal program. *sigh*

Did you try a warm reset first ? That is where you press and hold down on the scroll up and hit the reset and then continue to hold down the up scroll until the unit starts up . The warm reset has saved my arse a number of times.

Oh yes, I did a warm reset. Left me sitting at the Palm logo, instead of cycling, but it didn't actually boot.
