What may sound funny is that typically people see the judicial branch as interpretting the law, and indeed they do. But the executive branch does it all the time. It just has to try to make sure its interpretation coincides with what the judges are going to say.
You are right, also the executive branch sometimes interprets law. However, I strongly doubt this is what Bush meant when he said what he said - specially when we look how he went on with this subject one month later:
"I am mindful of the difference between the executive branch and the legislative branch. I assured all four of these leaders that I know the difference, and that difference is they pass the laws and I execute them."
