The n700c is Japanese. The n710c is English. There are other minor software differences, but I believe most of the updates and improvements in the n710c (it's newer) are being made available for the n700c.

The biggest differences are the OS language and the MP3 capability. The N700C cannot play MP3s (only ATRAC-files), the N710C can.
Some people say the N710C has 204% with Benchmark already without the patch that was released for the N700C (because this one had only about 140%, with the patch also 204%).
