Yes and No
Your simple question has a rather complicated answer.
Your new Mac will come with 2 operating systems preinstalled. A "classic" 9.x operating system and the relatively new OS X (ten) operating system. Apple is not supporting the classic operating systems any longer but there is a large population of mac users who are happy with their existing software and the classic operating system. The classic operating system will also run inside a shell of OS X giving you the ability to use software for the classic operating system and software for OS X. Some software behaves well running in the shell, some software does not.
Since you're new to the Mac, I'd recommend using OS X. Since you'll be investing in software, you might as well invest in the newest and supported versions. Now to your question...
There is a program called Outlook 2001 for the Mac. It's a free download from Microsoft but it is supported in the classic operating system only. This program allows you to run the Outlook client connected to your work Exchange server. More info on this is available here. However, since your ISP probably doesn't have an Exchange mail server, you don't need Outlook 2001 for the Mac for home use. OS X comes with Apple's Mail program installed free. It's ok and you can import your address book rather easily. In the classic OS, Microsoft Outlook Express is included but it runs in the classic shell of OS X. If you chose to run Outlook Express in the classic shell of OS X, you can't hotsynch your Neo (at least that's been my experience).
What you can do is install the Palm Desktop 4.0 on your mac and make a couple of tweaks which you can find if you search this discussion board and get the Neo to hotsynch using OS X. If you are going to invest in Microsoft Office v.X, it comes with an Outlook "look alike" program called Entourage X. It works almost the same as Outlook does on a PC except it is designed to work with your local ISP. On July 15, Microsoft is expected to release a conduit which (with the Palm Desktop software) will allow you to hotsynch your Neo to Entourage.
I use Outlook at work on a PC and hotsynch without a problem. I hotsynch to the Palm Desktop at home and will transition to Entourage when the conduit becomes available. Hope this helps. It's proabably more information than you wanted.
