Yes, you can use the Flash module to back-up stuff and still get the extra RAM. But no, the 8MB Flash isn't necessarily aimed at the 2MB Visor user... I've got a VDx and both modules.
I use the backup for making sure everything gets backed up when I'm away from my computer for a few days (business trips sans laptop or short vacations). It's a sure-fire and very simple way to get your whole machine backed-up in case you drop your machine, the kids take the batteries out, or some other unnatural disaster.
I use the 8MB Flash module to store the bulk of my applications: DateBk4, MemoSafe, BrainForest, KarKare 2.5, Quicksheet, ThinkDB, thinkDB II [beta], AvantGo, iSilo, RPN, Star Pilot, TealDoc, TealPaint and MyBible (which will allow storage of data files in Flash, so I have NIV & NLT stored in Flash as well). I also have AsciiChart, Benchmark, dbScan, DBiced, IcoEdit, ThinkDB Converter, Zap!2000, SimCity, Hoards, LodeRunner, HMake, Pikoban, PMines, PocketShogi and Pyramid all stored in the Flash module...
I was just feeling a little cramped when I saw "235K Free" on my memory, so I added the Flash and switched a bunch of stuff over. 99% of my data files are in internal memory because most programs can't write back to them in Flash.
But I have 5.9MB free on internal RAM and 1.8MB free on the Flash module. So now I can add a few more ebooks and experiment with some larger databases.
Getting back to your more pressing issue: If you don't think you'll be adding much more onto your Visor in the near future, then I would say just go for the back-up module (leaves 'em money for something else...) 
OR, ask for the Flash module and buy the backup module yourself... you get the best of both worlds and only have to pay for the less-expensive option.
