Yes. You would need to change the number for each area if you don't want to pay long distance charges. I don't think the name of the provider is that important, but for convenience I guess you can set up your Network prefs with different service names for the most frequent places you travel.

I connect through IR to my cell phone, but I use AvantGo for both Offline and Online browsing. I've never had any problems with it. I'm not sure about the software that the modem uses, but to open a web page in AvantGo once you're connected is simple. Press the Folder-type icon (first from left) or Menu > Channels > Open Page.
