Is this application a freeware? I have it on my Minstrel S and could not move it to RAM. Could anyone tell me where to get this application? I plan to flash my Minstrel S very soon. Thanks.

No, it is a program copyrighted and licensed by Handspring to various manufacturers to be used to move file in and out of the flash memory on their springboards.

It came with your Minstrel S, and it should be in within the update that you are about to flash.
