It sounds like you have a bad app. Just as the HotSync is finishing up, when the Palm OS Device is displaying "Cleaning up - please wait", every PalmOS app that had one of its databases changed, is receiving a sysAppLaunchCmdSyncNotify launch code. If a given application is not handling this event correctly one can easily get such an error.
Since you are prepared to go the Hard-Reset path ... After a HotSync and Hard Reset, drag all the PRC files out of your Backup directory. This way you will restore all of your data, but none of the applications. HotSync. This should not generate the fatal error. You can then restore the applications one at a time until you find the culprit. Best of Luck.
