Strictly speaking, no.
First, to answer your second question, most Palm apps that access the Internet do so via the HotSync Manager and a special conduit that runs on your desktop system. It is certainly possible that someone will one day write a conduit that gives your Visor generic Internet access via a PC (or laptop computer) and a HotSync cradle/cable, but I'm not aware of any such solution at this time. Now, to your first question . . .
If this is an idle question, then forget it. The answer is no way. Further, I've got to ask why? Why opt for a Visor's screen when you've probably got much better options right there sitting on your desk? 
If you are still interested and if you are willing to spend some money and invest some time (maybe a lot of time), then I got two ideas for you. One involves configuring your PC as a mini-ISP, and the other requires a PC running Linux. Both ideas are almost certainly not acceptable for a work PC.
