Well, it does make a difference. For example, the game RifleSLUGs. When I reviewed it, I noticed a substancial difference in speed on my Visor Prism and my NR70. It was really slow on my Prism. So, if you were to play it on a IIIc (which I think is a 16mhz device), it might be slower.
Also, I noticed, If you were to get the "Info" of your device, it would be really slow on a 16mhz, a little slow on a 33mhz, but fast on a 66mhz...
