Question How To Reset Onboard Modem?

My modem has this irritating occasional habit of keeping its port open if I disconnect/get disconnected and try to reconnect. In the dial-up window, I get a message something like "could not detect modem, try turning it off and back on". When I go into the Device Mgr and try to diagnose the problem, it says the port to which the modem is addressed is already open.
The only effective fix I've found is to restart my system. Can anyone tell me a less aggravating or more permanent way to solve this?

To my knowledge, a reboot is the only solution. That is typically why an External Modem is a better choice, it has its own Power Switch.
