RegEdit is a utility that allows you to view and edit the Windows registry. In a nutshell, the registry is a database of your system hardware, software and all the settings used by the hardware and software.
If you edit the registry, it only takes one false step to prevent a clean boot on the next reset. So. Unless you have _very specific_ info from Handspring, I can't recommend messing with your Registry.
If you must use RegEdit, check to make sure that you have the latest version, and check for related info (like "Windows Registry") on Microsoft's web site.
I suggest that you backup the registry before messing with anything (even if you are just taking a peek)! I don't recall how to do this under Win95/98; but the details should be on Microsoft's web site.
Proceed with caution, and only make changes to one portion of the tree at a time. IOW, don't change settings for the Desktop software AND USB settings at the same time!
