Language Selection?

Is it possible to install additional language packs for the PalmOS? A friend of mine is looking at some German auctions for a couple of Visor Edges, but presumably the OS will be in German. I guess it's not possible to actually change the language due to the way HS implement the OS on ROM, but can you add new languages to it, so that the menu items, help text, etc displays in English?

Language

I thingk you can install language packs, i tried one with russian, it translated the us english palm os to russian, I beleve the program is called PiLock,
