Neat new place I found: Informit. Register via the usual method -- an email addy, password, and some other things (optional) -- and then click the Free Library button.

Told them I was learning Delphi, then found Sams Teach Yourself Delphi 4 in 21 Days for free online reading. Lot's more titles where that came from.
