I can't speak for hotmail, but Yahoo's web-based e-mail relies heavily on frame-based navigation and Javascript.. two things that PalmOS browsers don't currently implement. They check your browser for compatability when you first connect, and if it isn't NS or IE, they give you the error message.
Not to worry, though - Yahoo! has an e-mail PQA, and the ThinAir e-mail PQA supports the hotmail protocol, so you're covered.

FYI, as of 2/27 the 'content development' proxy servers are offline, so PQA's won't work. This from the Palm developer's site:
February 27, 2001 - Content-Dev.palm.net and Content-Dev2.palm.net, formerly 209.247.202.106 and 209.247.202.107, will be down on this date. Both systems
