I could be wrong, but try one, two or all three of the following:
1) In Outlook Express, if one or more of the mail "accounts" (as defined under the Tools->Accounts, Mail tab) has the "Include this account when receiving mail or synchronizing", then I can see how a sync can force OE to start looking for an internet connection for a POP3 retrieval. The answer? Uncheck that option for all of the accounts.
The above should also hold true for its sibling, Outlook 9x/200x, when installed with the Internet Mail option. Dunno about the Corporate or Exchange option.
2) Also check Tools->Accounts, Mail tab-> <choose your dialup account> -> Properties->Connection and uncheck the "Always connect to this account using:" checkbox.
3) The other item to uncheck in Outlook Express is the "Send and receive messages at startup", located under Tools->Options, General Tab. When that option is enabled and OE is not running when you perform a sync, the sync will force a Win API call to.... you guessed it, start up OE.
YMMV, but I'm constantly "offline" and that's how I have my machines configured and a mail sync doesn't invoke any kind of OE/Outlook POP3 or internet access on my end.
