I would have thought that the answer will be No for both.
Certainly with OS 3.1, the only way for an application to connect to a modem or anything else is via the serial connector on the bottom of the Visor. (3.5 has the IR option too, but that might not make much difference.)
When you plug in a module that offers comms, or use software like IrLink to connect to a phone, it's hooking into the OS and redirecting serial port calls to the module, or the IR port.
When you connect a keyboard, that's also got to hook into the serial port and redirect data. You can't do both at the same time - think of it like having a PC with just one COM port. You could use it for a modem, or for a dumb terminal, but you can't do both at the same time.
I don't think you'll find any communications module that will allow you to use a keyboard at the same time, because of this.
