After my hard reset and reload, I noticed that all sorts of applications and documents that I had deleted months ago are suddenly back.

Why is this?

IMHO,Everytime you do a sync, Palm desktops saves a copy of all your existing apps. Even if you deleted those files in your PDA or in your case wiped everything out due to a hard reset, the Conduit synchronizes your PDA with the Palm Backup Folder in your PC. All your apps always go back like a bad penny, unless you indicate Handheld Overwrites Desktop in the system Conduit.

Then again, this may not be the best explanation of the problem but I hope you get the picture.

If you use the product BackupBuddy, it will archive deleted programs to another folder. When you do a reload, it will only restore that apps that were on your Visor at the time of your last backup.

When you do a sync, backups of the data from the pre-installed programs (as well as other programs written to automatically back up) are copied to your backup folder (by default "C:\Program Files\Palm\<device name>\Backup" where <device name> is the name you gave to identify your Visor.) After a hard reset, all your data is restored to the Visor from this folder.
One thing you can do is make a copy of this folder ("Backup") and all it's contents, then delete everything from the actual "Backup" folder. Delete anything from your Visor that you don't want, then do another sync. The Backup folder will now contain only what's currently on your Visor. If something were to go wrong or you needed something back, you can just copy it from your copy of the Backup folder.

How come apps deleted from the Visor don't get removed from the "backup" directory automatically? Also, how come ALL of my installed Apps aren't in that directory? There are a whole lot more on my visor than in that directory!

The backups are not a synchronization of your Visor and your PC, rather just a copy of all programs and data on the handheld that have been flagged for backup.
Since no comparison is made between the two locations, the system has no knowledge of your having deleted anything from the Visor.
The reason you don't see everything that's on the handheld reflected in the backup folder is that not all applications are set up to do automatic backups. You can get a third-party utility such as Backup Buddy or BackupAll (free!) that will go in and flag everything on the Visor for backup.
