I've looked for an answer to this and can't seem to find one...
In the Prefs app, on the Modem panel, there is a setting for Flow Control. According to the Visor manual, it says that the settings are:
Automatic
On (XOn)
Off (XOff)
My confusion comes from the On and Off settings. My guess is that On really means XOn/XOff flow control while Off means no flow control at all. Could there be a misprint in the manual? I'd also like to know exactly what Automatic is, especially since the Visor has no handshaking lines on the HotSync connector.

For starters, I'm fairly certain that the modem settings are applicable to Springboards. I'm uncertain if it is possible to get them to work for the IR or the USB/Serial ports without special software.

It's all clear as mud... 
Apparently, the Visor SerialManager (or whatever it's called) first looks for a Springboard-based modem. If none is found, it looks to the serial port. Nobody has confirmed this as yet, but it certainly seems to work that way since I can connect to an external modem. It may even be that the serial calls are mapped to BOTH at the same time (if I had a modem module I could test this theory).
There just doesn't seem to be much detail about the Visor hardware itself. I've looked at some of the code for the serial library but, not being a programmer, I can't make much sense from it.
A while back, HSDevSupport indicated to me that ALL serial calls were routed to the Springboard except in 2 instances: 1) HotSync (of course) and 2) keyboards (as in pin #2 KBD tied to ground). Obviously, this is not the case (again, an external modem works, as well as all those who have intefaced to GPS's). I fell for it hook, line, and sinker back then
