Well, I FINALLY got it to work. I tried all the various approaches that other people suggested (soft reset, disabling/reenabling hotsync manager, turning off PNP OS in the bios, reinstalling palm desktop, etc.).
Nothing worked. Finally yesterday, I figured it out. First, turn off Hotsync Manager. Go into System (in the Control Panel) and find the Intel 82371AB/EB PCI to USB Universal Host Controller and remove it. That's right, remove it. Then reboot the computer. At the startup, the computer will redetect the USB and reinstall a bunch of drivers. After that, launch hotsync manager (should already be loaded if it's in your startup folder) and VOILA. It works.
And for us Mac users...?

the Mac generally handles the USB cradle better (no surprise to us longtime Mac users)...if you are having a Mac related hotsync problem, there are other threads that address this...or post a more specific question/problem; people here are pretty good about answering it.
If you are having trouble with the Mac detecting the USB cradle then details about your system/configuration are important.
I received my Visor this evening and tried to perform my first HotSynch several times. I took the advice of flux73 but to no avail. Is there something that I should do for the first Hotsynch that I may be overlooking?
The User Guide indicates that I should be able to select a profile on the handheld (page 198). However, when I click on the HotSynch button on the handheld I do not see a Profile button.
Have you set up the Palm softsware and created a profile? Read page 190 in the manual, Hope this is some help.
My problem may be that I am using Windows 95 on my desktop. According to Handspring's site I should use Windows 98 for a USM connection.
i noticed a lot of hotsyncing topics popping up...everyone's suggesting a soft reset or restarting hotsync manager which was NOT the problem in my case and in many others. it was also NOT a problem with drivers. i suspect that it was because i picked up the visor from the cradle before it finished syncing and it left the USB port in an endless loop. anyhow, people who are having problems, try what i wrote above and see if it works.
