Try Afterburner. It's great for underclocking too (to save battery power).

Overclocking makes the clock speed faster, and it does use more power. However, underclocking, as Eugene mentioned, will slow the clock, thereby conserving battery power. However, all Visors have a built-in enhancment - the wait states on the RAM are turned off. In some cases (especially with Prisms and such) using Afterburner at its maximum rate will actually slow the processor.
