Help Using DX and Gomadic cable with startac

I recently have deleted some files from my visor DX and from my desktop in the interest of space.

Now the problem is that my modem no longer actives my cell. i am using the gomadic cable to my startac. the first cable i got broke, them sent me a replacement no questions asked, which was great but now i don't know if it is the cable or the visor. It hotsyncs fine and the cable seems to work on a friends visor.

When I attempt to connect the visor goes through the steps as per normal, but the phone never dials the call, the visor eventually times out on the call.

Does anyone know of a driver i may have deleted or turned off that would make the visor not "dial" the phone?
