If you read Handspring's web site carefully, it indicates that Visors could be updated via springport, not will be.

I don't think they ever will. It's better for them if you buy a new Visor with a new OS.

Also, if you read between the lines, it's suggested that this would be done only if the functionality of the SpringBoard in question would require it. Unfortunately, Handspring doesn't have the ability to force a developer to include whatever required patches would allow older Visors to function with any newer modules of this sort.
