Since I am not totally familiar with US legislation, who are the four leaders that pass the laws in the US?

He was probably referring to the majority and minority leaders in the House and Senate if I had to guess. They are the leaders of the body that passes the laws, and there are four of them.

My best guess would be the leaders of the Republican and Democratic delegations in both the Senate and the House.

Well, as long as we're dishing the non sequiturs, you'd have to admit that Jimmy Carter is probably the first president who was supposedly a nuclear engineer and yet couldn't pronounce the word properly. What's that have to do with the price of milk in India?

Actually I refuse to admit that, because as far as I know, it was President Bush junior. I'm open to enlightenment, though.

It has everything to do with it. Peanut butter can be used as a substitute for normal butter made of milk. It is well know that due to Carter's lack of success in nuclear engineering he went into peanut farming, thereby increasing peanut butter export to India, which resulted in a fall of the milk price there. You thought I didn't know that?

I was hoping for BobbyMike to confirm the pretzel incident with Bush senior (who was working around BobbyMike for a while), which would also give credit to the theory that pretzelosis runs in families. On the other hand, it is also possible that I meant junior and typed senior.

And I thought Clinton did a great job as president. He didn't do anything many other presidents didn't do... he just a) got caught, b) didn't hush enough people up, and c) refused to admit he inhaled, got blown, etc.
