Pager Antenna VS Wireless Phone Antenna

Why is it that the signal on a pager is much better than that of a wireless phone? For example I place my Pager and phone in my locker at the gym, called both device's and only my pager received the call. So many times have I notice I can receive pages but no signal on my phone in certain areas. Now I have noticed this with many different wireless service providers and different phones. So I'm wondering why can't a Pagers antenna be used on a wireless phone?
