2) I have found that the sync operation is pretty lame about bringing in fields from Outlook98, any user configurable programs out there? Looking at DataViz's Desktop To Go.
Go into 'City Time', bring up the menu and choose 'Select Home City...'. If your city isn't listed, you can go back to the menu and choose 'Edit Cities...' and add the info there. If you don't know latitude and Longitude, check out this site: http://www.bcca.org/misc/qiblih/latlong_us.html
Be warned though, if you're syncing to a Linux box, it will look as though you've lost all your custom cities each time you sync, because pilot-link does not yet handle the new Visor stuff.
You can change your home city by going into Citytime. Then tap the menu button and "select home city". This should allow you to change it.
Don't know about your second question.

I only post this because I screwed it up several times.
Once you get the city and time right and then you travel to a different time zone, make sure you go to 'Utilities' on the CityTime menu and 'Change Location' instead of 'Select Home City'.
'Select Home City' only changes the city, and leaves the time the same, so then you have to change the time manually. If you 'change location', it changes the city and updates the time automatically to the new time zone for you. Much easier.
