I'm not live in State.
Does anybody know if I can order a DV ship to my relative who lives in State but charge to my credit card?

I think you can have it shipped within the states and have it be charged to you.. I believe others have done that already.

Make sure you tell your card company that that address is fine to use or else it might get declined.
