I am the Web Shop Manager for the company IO work for. We are taking our first steps in the world of ecommerce, but there are a few things that have been made clear to us early on. One of them is: It is illegal to charge for a product before it ships. If it is electronic and the customer starts a download, then you can charge, but in this case, it appears Targus is breaking the law by charging our credit cards before shipping the product.
Now I am not a lawyer. This information was given to me by our consultants so I do not claim to be correct, but it would be interesting to see if Targus has implemented any illegal e business practices.
