I had this problem in relation to my Minstrel Modem with YadaYada service. When I first installed the modem (insert it for the first time) it asks if you want to use YadaYada's launcher or stick to Palm's launcher. If you chose YadaYada's and then removed the modem (removing the launcher along with the module), you'd get the problem you were describing. It would seem that something 'detached' the Home icon from the 'Applications' launcher and 'retached' it to the proprietary launcher. When the proprietary launcher is no longer present or not working, it defaults to this non-launcher-launcher. For me, choosing to keep Palm's launcher the default prevented this from happening again.
Sooooo . . . Have you at all used any 3rd party launchers ever? Have you removed them, toyed with them, or done anything at all with them? If so, then this is probably what's causing your problem.
If not, then I have no idea.
**UPDATE:**
Okay, so I posted the above reply very shortly after it was mentioned that the Plat was new, so that throws that theory out.
What I CAN tell you is that, at work, we have an old old old Palm Pilot demo unit (512K RAM, I believe). This demo does NOT have the standard launcher that we all know and love, this demo has that funky non-launcher-launcher that you described and that I've seen before). So it IS part of the Palm OS, just an old one.
