It depends. Laying off marketing would be a bad thing if they were actually cutting back on their marketing, but from the way the article read, HS was simply adjusting for the fact that their vendors (Sprint, etc) were going to be doing more of the marketing. This might actually be a good thing, in that HS's bottom line might improve.
The real loss is when they start cutting large portions of their R&D. With no new products, the slow spiral into the ground is inevitable.
