IR modem with Ericsson I888 GSM phone

I am using a VPL with Ericsson I888 GSM phone using Voicestream as my carrier. To date I have yet to get this combination to dial and complete a call to my ISP. Does anyone have any insight? Voicestream says I should buy their data service, I know I don't need that to make it work, Ericsson says its a carrier problem and Handspring doesn't support it either.

Symptom:
Call begins to dial and then error occurs:
Error: no carrier (0x1102)
and then hangs up.

I have created a connection profile that is:
Connection method: IRcomm to modem
Dialing: Touchtone
Volume: low
Speed: 9,600 bps
Country: united states
Flow Control: automatic
Init String: ATZ and also tried AT&FX4
